Joan's Bio
Joan is a life long resident of Saint Louis. She attended elementary school in the City of Saint Louis and graduated from Southwest High School. She obtained a Journalism Degree from University of Missouri - Columbia, and a Masters Degree from Saint Louis University in Urban Planning. Joan also earned a Masters Certificate in Gerontology from UMSL.
She worked in management for Southwestern Bell and EDS.
She was elected to the Webster Groves City Council and twice elected to the Webster Groves School Board.
She served a term on the Saint Louis County Planning Commission. Joan has been active on several governmental and civic boards as a member or director.
She has been a Sunday School teacher and a mentor to elementary students in the Saint Louis City School System.
Joan has been married to Jim for 37 years. They have two daughters Veronica and Melissa.

Joan McGivney—Webster Groves Citizen of Year
for 2002
Joan has been a volunteer to the community both in official duties and in less formal
volunteer activities.
During her early years in Webster Groves
, she served on the Board of Directors of the
Webster Child Care Center
. She was on the original planning committee to find a permanent site for the Center,
so that the Center would not have to keep moving from temporary quarters in churches
and schools. Due to these early efforts, the
Webster
Child
Care
Center
is now located at the
Lutheran Center
at Laclede Groves.
Because she saw the need, she was on the committee to establish
an after school program in the
School District
. This is now the Adventure Club program that has been available to the community
for almost twenty years.
She served as a member of the St. Louis County Planning Commission from 1987 to
1990. She was always an advocate for child care sites, saving trees and green space,
and preserving neighborhoods. Yet, she was in approval of commercial development
in key locations.
She was elected to the Webster Groves City Council in 1990.
During her term, the voters approved street improvements and a new recreation center.
Citizens of Webster Groves
are still proud of these accomplishments as more and more people have enjoyed riding
on the rebuilt streets and using the wonderful recreation facility.
In 1996 she served as chairman of the City’s half-cent
sales tax for capital improvements. This tax assured that Webster Groves
would get it's fair share from the county sales tax. This laid the foundation
for the City to make significant enhancements to its financial standing.
She has served on the Webster Groves School Board since 1996. She has been active
in the tax campaign, superintendent selection and student achievement issues. She
appreciates the community’s sense of cooperation and positive attitude in trying
to solve educational issues.
She has also served on the Webster Groves Planning Commission,
Park and Recreation Board and was a church school teacher, Girl Scout leader, Hoopsters
coach, room mother and classroom and PTO volunteer at Clark School
, and was active in Church Women United.
She has worked effectively with all involved, never letting the negative get in
the way of the positive. She has a ‘can do’ attitude and truly believes that if
there is "a will, there is a way."
She has been spreading this positive attitude
to the community for the last 22 years and so now it is a pleasure to recognize
her as the Webster Groves Citizen of the Year for 2002.
